I know the ncp pays cs typically. Would the amount of cs be affected if the ncp has another child he has to support? What if the ncp is remarried and his new wife has kids from her first marriage, would that affect cs? What if ncp is primarily responsible for those children too because there is no incoming support from their father and the entire family is struggling?

You get a modest credit for a child of own as a credit and credit for another child support orders that are paid. You don’t have a obligation to step-children and don’t get credit for them (unless they are legally adopted). The worksheet is very clear and spots for this information.
