Can someone who lives in another state sue a person living in NC for Alienation of Affection and Criminal Conversation? The spouse of the out of state person now lives in NC in order to be with the romantic interest.

Yes. If the third party paramour lives in North Carolina this state does have jurisdiction over the claim.
