Can NC have jurisdiction?

I have a friend who, up until about a week ago, lived in another state with her child. Her ex has been living in NC. She and the child have just moved to NC, so no one is still living in the other state. She needs to file for custody, and doesn’t know where to file. Does she have to file in the other state, even though no one is living there? Or can she file in NC, since all parties are living in NC now? I know that according to UCCJEA, it would be where the child lived for the previous 6 months, which would be the other state…but could she ask that NC take jurisdiction, as it would be in the best interests of everyone, and no one has ties to the other state anymore?

Now that none of the parties live in the other state anymore, NC is the proper state for the action.
