In NC, a 16 year old child has changed residences 3 times during the past year between 2 states, with the last move being to an unrelated friends house. She has refused to return to her parents house, stating that she will just leave if forced to return. Does a 16 year old have the right to chose where they live without obtaining emancipation?

Technically no, a 16 year old is still a minor and does not have a choice of where he or she lives without being married or emancipated.
