It is in the North Carolina Child Support Guidelines. You should be able to read the guidlines on the AOC website: nccourts.org. There is a quick link drop down box on the top of the page. When you download the guidelines the language concerning modification is on page 6 of 21 of the 2006 revised guidelines.

Please give the link for the statutes that indicate 15% change in income or passage of three years may constitute a “substantial change in circumstance”…What number is that statute???
