It sounds as scam, but I am not sure. Maybe he don’t want to stand for you. Scams are a part of human culture. As soon as money was invented, somebody probably came up with a way to get it dishonestly. Presently, one of the most susceptible groups is the seniors, who fall victim frequently to fraud artists.
I would call and see what is going on, if you don’t get a response you can always file a complaint with the state bar association.
