Dropping me from Health/Dental Insurance

Can spouse (still married) legally drop me from her (job-sourced, but not free-- I pay my share of Family Plan premiums) Health/Dental Plan while we’re still married?
Can she somehow prevent me from getting coverage under the COBRA provisions (that’s good for 36 months, correct?)
When you receive coverage under COBRA for your 36 months, are your premiums guaranteed to remain at the former rate, or, (since I have significant health problems since I last joined the current Plan) can you just be “priced out” of affording their insurance-- are their any laws governing affordability under COBRA?

Most HR companies will not allow a spouse to drop coverage unless he/she can prove the spouse is otherwise insured. COBRA is available for 30 months- you would have to check with the plan regarding rates.
