She can relocate, but you can use the assistance of the court to try and stop her from doing so with your child.
If you have a court order you can file a motion to modify custody if she attempts to move out of state. If you have a custody agreement and she intends to move out of state you can file a lawsuit for custody and ask the court to order her to remain here, or grant you custody if she intends to move. If she is moving without a good reason the court may order her to bear more of the transportation expenses. If she is moving without a good reason, the court would not look very favorably on that.
