I am trying to serve my spouse with the summons and other legal documents during the divorce process in North Carolina. After I sent him the documents via USPS to his address in Europe, he did not sign to receive the mail. The mail has returned unopened, can I use this as evidence for serving my spouse? He also blocked my contact information after I asked him to pick-up the mail.
That will not suffice for proper personal service of a complaint.
FedEx or UPS with signature required upon delivery typically works much better for personal service in Europe.
