When a civil case is decided and I object to the ruling and give notice of an appeal, to what Court does this go? Am I allowed to act as Pro se in an appellate matter? Is there a jury trial ahead of me?

You file the notice of appeal with the court that entered the order. You can represent yourself pro se in an appeal. Appeals are not heard by a jury.

When a case is appealed, is it true that the appeal is heard on the merits of the ruling…such as a legal error by the judge…and is not heard on the incidents of the case…thanks.

Correct. When a case is appealed, you do not get to reargue the facts of the case. You ask the appeals court to review the decision made by the trial court for errors made which you argue in a brief.
